| 摘 要： | 技术性贸易壁垒是当前国际贸易中最突出的非关税壁垒之一,也是近年我国出口贸易中面临的重要挑战。然而并非所有的技术壁垒都是贸易保护,某些技术壁垒的存在也有其合理的因素。从技术水平的差异、政府措施和网络外部性条件下的技术选择三个方面分析技术性贸易壁垒的形成机制,以求区别对待两种不同性质技术性贸易壁垒。

| Abstract: | TBT is one of the most prominent non-tariff barriers in current international trade and also a great challenge to China in export trade in recent years.Yet,not all the technical barriers are trade protection and the existence of some technical barriers are some how justified.This paper analyzes the formative mechanism of TBT from three aspects: the difference of technology,the corresponding measure of government and technical options under external condition of network in order to cope with two kinds of TBT in different ways. |
