国外区域创新体系比较分析与经验借鉴

自党的十七大报告中明确提出“建立创新型国家，提高自主创新能力”以来，各地纷纷加速了区域创新体系的构建与完善，但与国外相比，其进程与成效差距颇大。纵观国外区域创新体系的构建，借鉴国外的经验，我国各地应大力营造区域内特有的创新文化氛围，注重人才资源的开发与集聚效应，创造良好的创新环境，进而推动国内区域创新的发展。

Comparative Analysis and Experiential Reference on Regional Innovation System Abroad

Since thought of establishing innovative country and increasing automatic innovative capacity presented in Report at the 17th National Congress of the Communist Party of China,our government of all levels have been accelerating the construction and perfection of regional innovation system.However,there is a great gap about process and effect compared with other countries.Through researching the construction of regional innovation system abroad and referring to their experience,our country need create cultural phenomenon of regional innovation,focus on development and cluster effect of talent resources,create perfect innovative environment,and promote the development of regional innovation at home.
