| 摘 要： | 当前学者在研究农村土地征收问题时大多忽略了农村集体经济组织在其中的作用。农村集体经济组织是土地的所有者,是土地征收关系的一方当事人。完善集体经济组织在土地征收中的作用可以在实质上保障土地所有者的权利。完善集体经济组织参与土地征收的方法要明确集体经济组织的主体范围和所有权范围,加强对集体经济组织的行政帮助,改进集体经济组织的内部治理。
