新疆阿勒泰周边国家毗邻地区矿产的可利用性

新疆阿勒泰地区周边3国(俄、哈、蒙)毗邻地区(5+2方)的资源基础与潜力、勘查开发利用、矿业投资环境、基础设施、人文等因素,使阿勒泰地区利用周边国家毗邻地区矿产资源成为可能。阿勒泰地区利用周边国家资源在布局、时序、矿种等方面的建议:一是从国家战略层面讲,要哈蒙并重、兼顾俄(罗斯),就阿勒泰地区层面而言,要5方优先、适度拓展2方。二是要优先利用国家和地区短缺能源及金属矿产,兼顾其他经济可利用性矿种。三是地方政府要加大支持利用周边国家毗邻地区矿产资源项目的力度。

Discussion on Mineral Availability in the Neighboring Areas of the Surrounding Countries of Altay in Xinjiang Uygur Autonomous Region

This paper argues that resource base and potential;geological exploration,exploitation and utilization;mininginvestment environment;infrastructure;and the humanities in theneighboring areas of the surrounding countries of Altay in XinjiangUygur Autonomous Region has made Altay using the mineralresources of the neighboring areas of the surrounding countriespossible.This paper goes on to offer some suggestions for usingresources of surrounding countries in the case of layout,timingsand minerals,these are: from national strategic level,we should payequal attention to Kazakhstan and Mongolia,and balance Russia;asfar as Altay is concerned,we should give priority to the five areasand extend the two areas moderately;we should use shortage energyand metals in preference,and give consideration to other economicavailable minerals;and the local government should support usingmineral resources of the neighboring areas of the surroundingcountries.
