服务型自由贸易区:我国特殊功能区域转型的选择

发展服务型自由贸易区是世界范围内特殊功能区升级的新趋势。我国经济特区、经济技术开发区等特殊功能区域,面临着新一轮国际产业转移、扩大服务业对外开放和我国宏观经济环境趋势良好等机遇,也面临着东北亚地区自由港争夺加剧、自身产业呈空心化等挑战,需要顺应世界经济潮流转型为服务型自由贸易区。这种转型升级需要从各特殊功能区的实际出发,形成自己的特色和优势。

Service Oriented Free Trade Zones: Selections of China's Special Zones in Transition

Service oriented free trade zones are a trend in special function zones in their upgrading. Various Chinese type of the special zones like special economic zones, economic and technogical development zones etc, are confronted with the opportunities brought by the new round of international industrial relocation and China's bigger opening of service trade and effective macroeconomic regulations. There are also tougher competition among the free ports in Northeast Asia and the hollowization of their economies. So there is a need for them to transform toward service oriented free trade zones. For each zone the upgrading should be realized according to its own needs and situations and no universal model is available.
