房地产开发的生态补偿机制框架

摘    要:将生态补偿引入房地产开发领域,界定房地产开发生态补偿的概念,分析我国房地产开发生态补偿的必要性和可行性,构建我国房地产开发生态补偿机制的理论框架。提出补偿的主体应主要为房地产开发企业、地方政府等房地产开发的受益者及房地产开发过程中对生态环境的破坏者,补偿的对象应为当地和相邻或相关地区的生态环境保护者。对当地的生态补偿,应采用专项基金和政策补偿的方式鼓励房地产开发产业链的生态创新;而对相邻或相关地区的生态补偿,应采用横向财政转移支付的形式进行省际补偿,补偿标准的制定可考虑生态足迹、能值等理论与方法的应用。
