新农村建设中投资政策的效果分析

中央提出新农村建设以来，各级政府动用大量资金投资于农村的基础性投资项目和社会发展项目，这些投资应该使农村的经济和社会状况得到明显改善。然而，我们通过实证研究发现，这些投资在村级的层面上并没有取得扩展性的预期效果，低收入村、一般收入村与高收入村各种发展指标的差距在扩大，农村的公共投资在决策程序和投资方向上仍须进一步改进。

Evaluation of Investment Policy in Chinese New Countryside Construction

It has been one year since the New Countryside Construction was launched. All levels of governments use the massive funds to invest the infrastructure and the social service projects in countryside, and these investments should improve the economy and the social condition significantly in the countryside. However, by the case study, we find that these investments have not reached the expected results in the village level. The disparity among lower, average and higher income villages is still being enlarged more and more. The countryside public investments should be improved in the decision-making procedure and the way of investments.
