浅谈价值工程与工程招投标

工程招投标的中心思想是通过工程招投标这一过程招标人要从投标人中选择最能够实现其价值目标的投标人,通过这一工程招投标的过程来实现招标人整体最优化的价值目标。本文主要是想通过采用引入价值工程方法来解决现有工程招投标的评标方法中存在的问题。采用价值工程的分析方法,通过功能评价、成本评价及价值评价系数的计算,综合地评价投标人的价值目标,为招标人择优选取,从而实现工程项目最优价值目标。

Discussion on the Value Engineering and Engineering Tendering and Bidding

The central idea of engineering tendering and bidding is through tender bidding process to select the most suitable bidders who wants can achieve its target value among plenty of bidders, and achieve the value targets of overall optimization of the tenderer through this bidding process. This article tends to solve the existing project bidding problems through value engineering approach. Using value engineering analysis, through the calculation of functional evaluation, cost evaluation and value evaluation index, comprehensive evaluation of the bidder＇s value target is made for selecting the preferred tenderer and achieving the optimal value of the project objectives.
