| 摘 要： | 发展高新技术产业是提升我国国家竞争力的战略制高点。本文利用单方程计量经济模型，就资金、人才和技术三要素对高新技术产业发展的影响进行了定量分析；并进一步建立向量自回归（VAR）模型，利用脉冲响应函数分析三种要素对高新技术产业发展的动态影响，有力地论证了高新技术产业发展的阶段性特征，并在此基础上提出了促进我国高新技术产业发展的对策建议。
