Abstract:The Central Valley Project Improvement Act dramatically changes federal water policies in California and may serve as a model for reforms throughout the western United States. This paper details key CVPIA provisions, including water markets, tiered prices, and water for environmental uses, and analyzes potential implications for a subset of affected farmers.
