| 摘 要： | 旅游立法的核心问题是明确立法精神和价值取向。由此出发，旅游立法的根本宗旨只可能是指向公民旅游权利的实现和旅游权益的保障，而不应当是为了调整部门权力关系和商业机构的利益分配。
