Abstract:With the high integration of design and construction,the general project contract mode is increasingly favored in the construction industry.However,due to the existence of regulations on the transfer of surplus funds to the state treasury in government investment projects,it is easy to lead to the unclear definition that the results of design optimization under the general contracting project of the government investment are distributed or transferred as surplus funds.In view of this,this paper analyzes the identification of the design optimization of the general contracting project of the government investment through the policy document and the characteristics of the government investment project,as well as the definition of the attribution of the design optimization income under different settlement basis and contract pricing methods,which lays a foundation for effectively encouraging the general contractor to actively carry out the design optimization.
