我国医疗服务体系的内在特性与改革思路

我国医疗体制改革的实际进展已成为社会关注的焦点,多数争论都围绕政府和市场的主导地位展开。医疗服务过程包含着内部和外部双重的交易关系,并由此具有准公共性、技术专用性以及内部交易的负外部性三个基本属性,这决定了当前我国医疗体制改革并非是一个简单的政府管制或市场化问题,而须在资金来源和筹集机制、医药产品定价机制以及信息不对称解决机制三个方面进行统筹,最终实现政府、社会和市场三种力量的有效组合。

Analysis on the Internal Character and Reform Routes of Chinese Medical Service System

The actual progress of Chinese medical system reform has been focused by the whole society,and most of contro- versy spreads encircling the dominant position of government or market.There is dual bargaining relation that covers interi- or and exterior during the medical service course,and this determines the three basic attributes of this course,namely se- mi-publicity,technical specialty and negative exteriority of its interior bargain.All of above determine Chinese medical sys- tem reform is neither a problem of strengthening governmental supervision nor a single process of market expanding,the re- solving way is that we must give a plan as a whole on fund resource and raising mechanism,physic products pricing mecha- nism and information asymmetry settlement mechanism,and realize the effective combination among government,society and market.
