| 摘 要： | 公共危机的预防、预警和预控是公共危机管理中"御敌于国门之外"的重要举措。文章从危机、公共危机及其预防、预警和预控等相关概念的分析入手,进一步论证公共危机的预防、预警和预控的必要性和可能性,并由此提出公共危机的预防、预警和预控的具体举措。
