Analysis upon the Obstacles for Private Capital Entering Railway Sector

Through analysis on the obstacles for private capital enteringrailway sector, the paper concludes that the absence of property right is the maincause, that the current benefit allocation system has greatly frustrated theenthusiasm of private capital and that the incomplete protection by policies andregulations to investors increases the risks of private investment entering railwaysector. The paper suggests on legislation of railway investment to provide legaland political supports for private investors. In the meanwhile, regarding thecharacters of railway, the paper suggests defining a proper form for joint stockrailway.
