| 摘 要： | 本文在简要回顾我国土地利用规划历程的基础上 ,重点阐述了两轮土地利用规划的功与过 ,并认为开展新一轮土地利用规划修编意义重大。文章最后提出了新一轮土地利用规划修编的几点建议 ,其中尤其强调了规划修编应解决并有所突破的重点是明确规划定位、理顺规划体系、确立规划重点和严格规划实施。
