新自由主义范式对转型国家的危害及反思

20世纪90年代,新自由主义成为主导前苏东国家经济转型的战略,并引发了严重的转型危机,而当前源于美国并席卷全球的经济危机再次给转型国家造成严重冲击。危机的爆发集中体现出新自由主义这种极端私有化、绝对自由化的转型战略的内在弊端,它所造就的畸形经济体制在市场秩序、产权制度、金融体制、经济结构、发展模式及政府治理等方面存在着严重不稳定性、脆弱性和无效性,从而成为导致危机加剧的深层制度根源。经历危机洗礼后,转型国家势必要对指导本国转型的新自由主义范式做出重大调整,探寻到一条超越新自由主义的有效转型与发展道路。

Reflection on the Harm of Neo-liberalism Paradigm to Transitional Countries

In the 1990s,Neo-liberalism became the strategy dominating the economic transition in the former Soviet Union and Eastern Europe but brought about serious transitional crisis.The current economic crisis originating in USA and then sweeping the rest of the world casts another heavy strike against the transitional countries.The explosion of the crisis reflects the intrinsic defects of Neo-liberalism transitional strategy,which advocates complete privatization and absolute liberalization.The malformed economic system shaped by Neo-liberalism transitional strategy results in the serious instability,vulnerability and invalidity in the market order,property right institution,financial system,economic structure,development mode and governance mode,the deep institutional root worsening the crisis.Having been baptized by the crisis,the transitional countries have to make major adjustments to Neo-liberalism paradigm so as to seek the effective way of transition and development to transcend Neo-liberalism.
