| Abstract: | This article analyzes the connotation and objective of the implementation of the new type industrialization and urbanization in China. This paper advance the new-type industrialization and urbanization, why should implement carbon emissions control; Around the new industrialization strategy target of urbanization, the paper puts forward the implementation of carbon emissions and other pollution total amount control and emission rights circulation market system and policy recommendations. |
