对我国卫生资源配置的再认识

文章分析了我国卫生资源配置失衡问题及其成因,指出卫生资源配置的失衡是导致卫生改革与发展陷入停滞和城乡卫生二元结构的主要原因,而要解决这一问题,必须厘清与卫生资源配置有关的卫生服务的性质、博弈各方的价值取向及公平和效率观、政府与市场机制作用等几个重要理论问题。

Re-study of Allocation of Health Resources in China

The paper makes an analysis on the problem of unbalance of health resources allocation and its causes,and points out that the unbalance leads to the slow reform and development of the health system and to the dual structure between urban and rural areas.In the author's opinion,to solve the problem,we must have a clear understanding about the nature of health service,the relation between justice and efficiency,and the function mechanism of government and market.
