金融支持与社会主义新农村建设

在支持社会主义新农村建设方面，金融业起到了较大的支持作用，但是，依然存在着农村资金不足、贷款难、农业保险落后等诸多问题，为此，应当加快农村信用社改革，发挥农业银行作用，调整农业发展银行职能定位，设立小额贷款组织，成立农民信用担保协会，推进政策性农业保险试点工作等金融支持社会主义新农村建设的建议。

On Constructing Socialist New Countryside with financial Support

An overall plan for the development of new Rural Areas has been drawn up by The Fifth Session of 16^th National Congress of CPC. The task of constructing socialist new countryside aims at narrowing the gap between cities and the countryside and we consider it as an important measure to reach common prosperity. This article analyzes the general situation and the real problems of rural cooperative finance, commercial finance and policy finance, supporting the socialized-new-countryside construction. It also brings forward the ideas of accelerate the reform of Countryside credit association, adjusting the function and the position of Agricultural Development Bank of China, setting up organizations for small-amount-loan, establishing the credit assurance association for the farmers, setting up policy-insurance to support socialist new countryside construction.
