区域高等教育合作研究

从公共管理角度出发,区域高等教育可以视为一种区域公共物品,是区域政府公共服务建设的重要内容。区域高等教育资源利用质量高低将直接关系着该地区经济社会的发展质量。在我国的一些经济发达区域,有着丰富的高等教育资源,但是缺乏合理的区域高等教育合作机制,高校布局、专业设置与经济社会脱节严重,而且存在专业设置重构、合作形式缺乏创意、盲目扩招扩建等,从而限制了高等教育服务区域经济的功能。这些问题的解决需要从政府、高等院校和社会等三个方面综合加以考虑,充分调动政府、高校和社会参与合作的积极性,加快专业设置和人才培养方式等方面的合作,构建区域高等教育合作机制。

On the Cooperation of Regional Higher Education

From the perspective of public administration,regional higher education can be regarded as regional public goods,which is an important part of regional government＇s public service.The utilization of regional higher education recourses will have direct influence on the quality of the economic development in the area.In some economically developed regions in China,higher education resources are abundant.However,there exist many reasons limiting the beneficial function of higher education to serve the development of regional economy,such as the lack of reasonable cooperation mechanism,the gap between college layout and major settings and the real needs from economic society,major overlapping,lack of creativity in cooperation,blind expansion,etc.All these problems need to be considered comprehensively from the aspects of government,universities and society,then to fully motivate their cooperation in this area.Also it is necessary to speed up the cooperation in major setting and personnel training,so as to establish a cooperation mechanism in regional higher education.
