| 摘 要： | 危机银行主动寻求收购或兼并等传统的自我救助措施存在零散、不成机制等不足,应该采取应急资本机制,即在特定条件下,银行通过债转股或者强制削债的方式提高自身的损失吸收能力,以防止银行破产倒闭或者在银行倒闭后由纳税人承担损失的一种自我救助机制。

| Abstract: | The traditional crisis-management of distressed bank showed less than satisfactory.So,the new crisis-management have been brought forward,such as bail-in debt and contingent capital,which resolve the distressed bank in an orderly manner,without exposing tax-payers to loss,while maintaining continuity of their vital economic functions. |
