| 摘 要： | 通过总结借鉴英国、美国、日本等发达国家的残疾人社会保障实践的基本经验,提出中国残疾人社会保障模式应是一个"双轨"保障模式。其中的一轨,是通过残疾人"主流化"途径,把残疾人纳入一般性社会保障项目中满足其大众性的一般需求;另一轨,是通过残疾人"增能"途径,为残疾人提供专项保障满足其特殊性需求,从而促进社会融合。

| Abstract: | By referring to the basic experience of social security for the disabilities in developed countries such as Britain,America and Japan,this study arguers that the mode of social security for people with disabilities in China should be ＂two tracks＂ mode.One track is the mainstreaming approach which provide basic welfare plan for elderly people with disabilities to meet general needs,the other track is the empowering approach which provide specialized welfare plan to meet special needs. |
