十六届五中全会提出的建设社会主义新农村,是我国经济社会发展的战略性转变,标志着新一届中央领导集体在解决我国“三农”问题上形成新的思路与谋略,必将从根本上改变长期处于严重滞后的农村经济社会面貌。我国经济的发展也将从偏向城市经济转入重点发展县域经济的时代。发展、壮大县域经济是统筹城乡发展、从根本上解决“三农”问题的重要载体。

Build new socialist countryside: the background, key, and approaches

The proposal of building new socialist countryside,which was put forward during the Fifth Plenary Session of the Sixteenth Central Committee of the CPC,brings about strategic changes in China's economic and social development,indicating that the new leadership of the CPC has formed new thinking and strategies to solve the three critical issues in agricultural industry,and that the economy of the seriously backward countryside will be transformed fundamentally.The focus of China's economic development will be moved from the urban areas to counties surrounded by the countryside.Developing the economy in counties is an important approach to guide a harmonious development of the urban and rural areas,and it can solve the three critical issues from the deep root.
