| 摘 要： | 本文分析了农牧交错带生态建设与经济发展之间的矛盾，提出了二者相融合的途径——建立生态产业带，认为“生态建设产业化，产业发展生态化”，建立新产业带是农牧交错带可持续发展的模式。本文还探讨了政府介入新产业带建设的依据和参与方式。
