| 摘 要： | 现代化的社会需要现代的人,这就要求必须培养出具备现代化需要的品质、态度、价值观念、习惯和意向的公民,这是现代化进程中为教育所提出的新的课题。人是观念的囚徒,公民意识便成为培养好公民的前提,也是一个合格公民所应具有的基本思想素质,是公民意识培养的核心所在。它包括：民主意识与自主精神、公平正义的价值判断和权责一致的认知。

| Abstract: | Modernization of the society needs of modern people,which requires citizens with modern needs of quality,attitude,values,habits and intentions.This is a new issue proposed for modern education process.Citizenship awareness is the prerequisite for any good citizen,basic qualities and core of civic awareness cultivation.It includes：self-consciousness and the spirit of democracy,fairness and justice evaluation and consistent awareness of responsibilities and power. |
