深化新型农村社会养老保险制度的探讨——-以贵州为例

欠发达的新型农村养老保险试点地区存在着农民收入差距较大、增收乏力，乡镇一级管理水平和技术相对滞后，以及个人账户收益低且不具备流动性等问题。结合贵州实际，应从五个方面采取对策措施，确保新型农村社会养老保险制度健康有序地建设与发展。要有针对性地实施职业培训，确保农民收入稳定增长；应对农村人口老龄化发展，加快城乡公共服务体系建设；建立健全新型农村社会养老保险服务网络；建立以乡镇为中心的综合人力资源数据服务平台；提高“个人账户”收益率，制定激活流动性的相关制度措施。
