中国产业发展模式与政策：东南亚区域经验及启示

东南亚地区通过实施挑选赢家式和渐进式两种不同的产业政策，形成了同一种政府引导型产业发展模式，这种模式作为一种成功的产业发展模式，值得中国学习和借鉴。当前中国产业发展面临出口产业萎缩、处于产业链低端等挑战的同时也存在产业转移、新兴产业发展等机遇。对此，中国产业的进一步发展应借鉴东南亚经验，形成以内需为导向的产业结构，加大对传统产业改造的投资力度，通过财政手段和金融工具扶植具有“增长”能力产业的发展，建立专门机构来实施适度的差别化产业政策。
