关于京津大都市经济区发展战略的若干问题

京津地区与长三角、珠三角地区，共同构成了我国三大经济热点地区。但是，三大经济热点地区发展很不平衡，京津地区明显落后，且有与长三角、珠三角地区进一步拉大差距的趋势。为此，对京津地区的概念定位、区域规模定位，应该明确，应该做出调整；京津大都市区应该从长三角、珠三角地区吸取有益的经验；京津大都市经济区应该建立健全区域协调发展的合作同盟机构和合作同盟机制；京津大都市区域内行政区划、城市功能定位，都应做出战略性的调整。

Some Issues About the Strategic Development of the Beijing-Tianjin City Economic Zone

The Beijing-Tianjin City Area, the Yangtze River Delta, together with Pearl River Delta are the most flourishing economic areas in China. Because of the unbalanced development of these three economic areas, the development of the Beijing-Tianjin City Area is obviously slower than that of the other two, and the gap is being widened. Therefore, we should reconsider and adjust the regional concept and scope of the Beijing-Tianjin City Area, draw conclusions and absorb successful experience from the Yangtze River Delta and the Pearl River Delta, in order to form an Alliance System to perfect the equilibrium of area development. What is more, regional planning and function orientation the cities should be considered inside the Beijing-Tianjin City Area.
