In China, savings is considered as the safest investment to keep and increase wealth against inflation. However, withdrawal failure always occurs when it comes to savings heritage, especially after special events like earthquakes and other natural disasters. The successor will not be able to withdraw the savings heritage without knowing the detail of the heritage. Hence it is necessary to revise our existing regulation on savings heritage with- drawal, and tackle the legal problems emerged from the practice.
