政产学研协同创新演化博弈分析及政策建议

产学研协同创新存在科技成果转化不畅问题，构建政产学研演化博弈模型分析发现，将政府纳入协同创新体系可以解决公共品投入不足等市场主体无法自发解决的问题，政府公共科技创新投入、企业创新预期收益、科技成果转化成本、产学研收益分配机制等对最终的演化稳定策略有重要影响，政府的积极策略有利于推进产学研各方从不合作走向合作。最后，依据结论提出促进产学研协同创新的建议。

The expected benefits of innovation, the cost of transforming scientific and technological achievements, and the distribution mechanism of industry-university-institute revenue have important impacts on the final evolutionary and stable strategies. The government''s active strategy is conducive to promoting the cooperation of all parties.
