| 摘 要： | 考察非政府组织的发展，可以揭示中国市民社会的兴起与发展。晚清中国出现了市民社会的雏形．民国时期市民社会发展缓慢。改革开放之前，市民社会陷入衰落和沉寂。改革开放之后，市民社会得以兴起和发展。目前，中国市民社会尚处于转型时期，正向完整的市民社会迈进。未来中国市民社会是由政府组织、市场组织、公民私人组织和市民社会组织相互融合、相互交叉构成的，而非政府组织是其核心要素。
