黑龙江省农村社会救助制度存在的问题及对策建议

农村社会救助是农村贫困人口维持基本生活、实现脱贫致富的重要措施，对农村社会经济稳定、协调发展具有重要意义。黑龙江省近年来加大了对农村贫困人口扶持的力度，不断加大资金投入、政策出台，目前黑龙江省农村社会救助体系建设已呈现良好的发展态势。但在开展工作的过程中，仍存在着农村社会救助范围小、救助水平低、救助资金不足以及救助方式单一等问题。
