| 摘 要： | 分析了黑龙江森工企业融资现状,指出了BOT模式在国有森工企业融资中应用可行性与必要性。研究结论:商品林项目能够与BOT模式对接、生态公益林项目能够与TOT模式对接;应以建立健全相关政策、法律,规范审批体系和运行机制,培养BOT专业运营人才为主要内容的BOT系列融资模式运行保障机制。

| Abstract: | This paper analyzed the present status of finance of state-owned forest engineering enterprise in Heilongjiang province,and introduced the applying of BOT finance mode,the feasibility and necessaries of BOT finance mode was analyzed.The conclusions are connection between commercial forest projects and BOT pattern,connection between ecology-oriented forest projects and TOT pattern.It is mechanism and operation guarantee to establish related policy and law,regulating permit system and runs mechanism,cultivating talent of the special BOT field content to finance mode. |
