改革开放以来，沿海地区承接的以加工贸易为主要形式的国际产业转移极大地提高了我国的生产力水平和开放水平；近年来，根据国际国内形势的变化，国家开始鼓励加工贸易向中西部有序转移。重庆承接国际和东部产业转移，在现代工业技术、生产要素、自主财力及政策措施等方面具有优势，但在人力资源、产业结构等方面还有很大差距，应抓住机遇、迎接挑战，积极承接全球产业转移。
