| 摘 要： | 实现产业升级,建设高端产业城市是我国已率先实现工业化城市经济发展的客观要求。根据保增长、促转型宏观政策目标的要求,优先产业内选择是建设高端产业城市的现实选择。但是,根据国内国际经验,产业间升级的可能性并不低于产业内升级,并对产业升级提高度更大,且呈加速趋势。据此,产业间升级应该成为建设高端产业城市的战略选择。产业升级路径是由其比较优势演化路径所决定的,建设高端产业城市需要生产要素层级从自然资本向创造资产升级。
