推进农发行两类业务经营管理体制改革的外部条件

本文认为:灵活、主动设置分支机构建立员工配置与职工收入分配机制;完善农发行财务管理体制和财务资源配置机制;完善两类业务的风险监管制度和统一五级分类口径;规范两类业务信贷资金来源渠道,充实农发行资本金;完善农发行的业务风险补偿机制是推进农发行两类业务经营管理体制改革的外部条件。

to this article, it is the external condi-tion of promoting the Agricultural Development Bank of China（ADBC）’s two types business management system re-form to establish branch offices ,staff disposition and income distribution mechanism？flexibility and ini-tiatively; to improve the financial management system？ and financial resources allocation mechanism of ADBC; to consummate risk monitoring system？of two types business and unifying five level of classified cal-ibers; to standardize the sources of two types business credit funds and enrich ADBCs capital and to consum-mate business risk compensation mechanism？of ADBC.
