政府在林业合作组织发展中角色定位的研究

农村合作经济组织作为一种政府主导型的制度创新,与政府衍生出复杂的关系。林业产业的特殊性以及集体林权制度改革的完成产生了对林业合作组织的特殊需要,而由于政府在干预林业合作组织的过成中角色定位不恰当,对林业合作组织的发展造成潜在的危险性。借鉴西方国家在合作组织发展中角色定位的一般理论,提出我国政府对待林业合作组织应该采取“比较热情”的态度。政府能够准确实现其职能的关键在于对干预尺度和时间的把握。

Study on the Localization of Government's Role to the Forestry Cooperative Organization

As one kind of government leadership system innovation, the rural cooperative economic organizations grow the complex relations with the government. Because of the particularity of forestry industry as well as the reform of collective ownership of forests system, the development of forestry industry has special need for the forestry cooperative organizations. Because government has not developed the appropriate role to the forestry cooperative organization, the government has created the latent risk to the forestry cooperative organizations' development. The paper referenced the general theories of the localization of government's role to cooperative organization in the western nations and proposed the point of view that China should adopt "quite -warm-manner" in the intervention to the forestry cooperative organization. If the government can accurately realize its function lies in the understanding to the intervention criterion and the time assurance.
