| 摘 要： | 在国民经济快速发展，能源供求关系发生重大变化以及宏观调控初见成效的形势下，国务院及时出台了《关于促进煤炭工业健康发展的若干意见》，这对于进一步强化行业管理，构筑煤炭工业科学体系，实现煤炭工业的健康发展具有十分重要的意义。
