| 摘 要： | 乡镇政府职能转变是历史发展的必然。在全面推进社会主义新农村建设的新时期，作为政权基础的乡镇政府如何适应新农村建设的要求，成为一个重要的问题。按社会发展的规律及新农村建设的内在要求，乡镇政府必须走公共型的道路．承担公共事务，履行公共职能，实现公共管理。

| Abstract: | The function change about township-government is necessity of historical reference. It is an important problem that the township-government as a base of the government function how to fit the request about the foundation of new-rural in the new period. According to the rule of social development and the inherent about the foundation of new-rural, the township-government must go the public way, take on the public affairs, carry on the function about public and realize the public administration. |
