试论社会转型期农民的非制度政治参与

当前中国农村社会转型过程中最突出的政治现象是农民的非制度政治参与。它源于农村经济体制改革,与农村传统政治思想、历史文化积淀、自然地理特点、阶层结构变迁等密切相关,并对农村基层政权建设和社会政治稳定产生重大影响。如何把农民的非制度政治参与逐步转变为合法有序的制度化政治参与,不仅是目前农村民主政治建设过程中亟待解决的现实问题,而且也是建设社会主义新农村过程中值得深入探讨的理论问题。

On Peasant Non-systematic Political Participation in the Period of Social Transition

The most outstanding political phenomenon of China's rural society is peasant non-systematic political participation in the period of social transition at present time.It roots in rural economic system reform and it has close relation with the traditional rural political ideas,historical culture accumulating,natural geographic characters,hierarchy structure flux,and etc,and it brings great influence to rural grass root regime establishment and social political stability.How to gradually transit such peasant non-systematic political participation to systematic political participation legally and orderly is not only a realistic problem needed to be solved as soon as possible in the process of the rural democratic political construction at present time,but also is a theoretical problem worth explored deeply in the process of the work of building up of socialist new countryside.
