| 摘 要： | 腐败问题是当今中国最受关注的社会问题之一。而腐败问题的核心是体制问题。如何从体制上遏制权力滥用和有效使用纳税人的税款,在恰逢建党90周年之际,更值得我们进行深入思考。针对这一问题,本文分析了我国预算制度存在的腐败隐患,并提出了从规范预算制度的角度构建我国廉政体系的政策建议及相关措施。

| Abstract: | Corruption is one of the most concerned social issues currently,and the institutional issue is the core of the corruption.In the occasion of 90th anniversary of foundation of the Communist Party of China,it deserves our in-depth thinking about how to curb the abuse of power on the system and how to use the taxpayers＇ money effectively.To solve this problem,this passage analyzes the hidden corruptional problem in our budget system,and propose some policy recommendations and related measures to build a clean and honest administration based on the point of the standardization of our budget system. |
