| 摘 要： | 信息是权力的来源，具有信息优势的主体掌握着实际有效的权力，公众只有拥有充分的信息才能有效约束政府行为，保障自己的权利。当前，我国的财政信息披露格局以政府部门、立法机关的决策为导向，对公众的信息需求还没有给予足够的重视。表明“自上而下”的财政透明度推动进程难以满足公众的需要，应结合“自下而上”的推动来实现。当财政透明的思想成为公众的共识、习惯甚至是文化时，就能在根本上产生财政透明度的推动力量，更有效地推动我国财政透明度进程。
