| 摘 要： | 西南喀斯特地区特有的自然条件和人文环境,成为制约农民增收的刚性阻力,加之现行政策对西南喀斯特地区农民增收的作用极小。因此,必须针对西南喀斯特区域特点,充分利用和灵活变通国家政策,制定符合本地发展要求并能最大限度促进农民增收的地方政策。

| Abstract: | The southwest Karst area has very unique natural condition and humanity environment,which have become restrictions to peasant to increase the rigid resistance of receipt.And besides the current policy for this area has a ather small influence on peasants considering the local characteristics.The paper proposes to make flexible policies in line with the peasants′ demand for income increase. |
