| 摘 要： | 现代社会信息是最有价值的资源之一，信息公平是实现信息权利的保障。目前我国在地区之间、城乡之间、人群之间存在一定程度的数字鸿沟，这与我国和谐社会的构建背道而驰。消除数字鸿沟、实现信息公平需要从制度层面加以考虑，应通过政府信息公开制度实现信息的合理流动，通过信息救济制度保障信息弱势群体的信息权，通过信息普及教育制度确保人人有能力享有公平的信息权。

| Abstract: | Information is one of the most valuable resources in modern society, and information equity is the guarantee of the information right. At present, there is a certain degree of digital divide between regions, between urban and rural, between groups which runs counter to China＇ s harmonious society. How to eliminate the digital divide and achieve information equity needs to begin with institution, that is, through the disclosure government information system to achieve a reasonable flow of information, through the information remedy system to protect the information rights of the information disadvantages, through the information education system to ensure that everyone has the ability to enjoy equitable information right. |
