| 摘 要： | 自＂18亿亩耕地是一个具有法律效力的约束性指标＂提出后,建设用地供给更趋紧张。同时,破解城乡二元结构促进新农村的发展等问题急需解决。在成都市＂拆院并院＂创新模式下,通过各项改革同步推进、完善基础配套设施和各保障体系,取得了较好的经济社会效益。

| Abstract: | It＇s clearly made 18 million mu of cultivated land which is a legally binding target effect,the construction land is becoming less and less.At this time,how to crack the urban-rural dual structure,promote the new countryside make progress.Cheng Du takes the innovating model of ＂merge village＂ with processing all the reformation,perfecting the basic facilities and social insurance system,it has achieved a better social benefits. |
