破除垄断首先需要行业分析

垄断行业包括多种不同行业,情况千差万别。破除垄断必须对每个行业做深入分析。一是对各垄断行业目前的开放准入情况有一个客观的评价;二是对这些行业的技术经济情况做具体分析;三是在目前情况下,每个行业的开放度。只有在此基础上制定有针对性的政策或法规,才能正确地引进竞争,实现公平健康的竞争,放开竞争才具有可操作性。仅仅一般地呼吁放开竞争或“非禁即入”显然是不够的。

Breaking Monopolies Needs in the First Place Industrial Analysis

The notion of "monopoly" can be referred to the industrial sectors with greatdifferences. A thorough appraisal on each of them is a must to policy-making forremedy. Three points are claimed here as the pre-requisite: First, a balanced and objective evaluation must be done on the current phase of entry - admittance for the industry regarded as "monopoly"; second, a truthful specification of the industry on techno-economic features in real terms must be made; and third, the limit that is allowed to open must be set.
