煤炭—电力价格联动与过渡性管制

政府长期对电力、煤炭实行直接和间接的价格管制。由于管制,煤炭、电力长期低价位运行,煤炭相比于电力更甚。又由于煤炭—电力的相互依存关系,一直存在电力要让利,煤炭要减价的争论。化解争端的短期办法是依据CPI大小及社会承受能力实行煤炭—电力价格联动,并消去煤炭上涨的不合理因素,主要是运输、中间交易环节。长期来看,要放弃价格管制,让市场机制配置煤炭、电力资源。
