中部人力资源开发的现状、原因及对策分析

摘    要:人力资本是经济增长的重要内生变量.以人力资源为载体的劳动者平均技术水平和劳动生产率、科学技术知识的储备与运用等,是推动现代经济增长的关键因素.当前,中部地区的人力资源开发面临着利用率低下、人员素质不高等问题,而人力资源开发理念不到位、教育发展不够、劳动力就业产业层次低、文化建设滞后等是导致中部人力资源开发水平低下的重要原因.我们应在加强宏观调控与政策扶持、推进和谐人力资源开发策略、稳定人才队伍、引导地区间人才的交流与合作上作出卓有成效的努力.

Abstract:Human resources are a vital endogenous variable in the economic growth. With human resources as their vehicles, the average technological level, productivity and the reserve and application of the knowledge of science and technology etc are all key factors in promoting the modem economic growth. Currently, The human resources development of Central China is facing the problems of low rate of talent utilization, low quality of the human resources, etc. And absence of a profound human resources development concept, insufficient development of education, low industrial level of the labor force and cuhural construction lag are major causes of the low level of the human resources development. We should exert more fruitful efforts towards strengthening the power of macro regulation and control and the policy support, advancing the strategies of human resources development, stabilizing the talent force, and guiding the communication and cooperation of talents in different regions.
