| 摘 要： | 在中国十三亿人口中，农民占了三分之二以上，因而我们可以说中国问题就是农民问题。“土地流转问题”是十七届三中全会的一大亮点，新的土地改革政策必将成为解决我国“三农问题”的重大突破口。

| Abstract: | In Chinese 1.3 billion population , the peasants account for two-thirds .So we can say that Chinese problem is peasant problem. ＂Land circulation problem ＂ is one big brightened dot of Third Plenary Session of the Seventeenth Central Committee . New land reform policy will certainly become the breach resolving Chinese ＂Three Agricultures Problems＂ significantly. |
